Cpl. (Ret) Greg O'Neil, CD
President
President O’Neil’s introduction to military music was as a snare drummer in the Royal Canadian Sea Cadet Corps Bellerophon Band. He first wore the cap badge of the Lincoln and Welland Regiment in 1968 as a member of the Lincoln and Welland Regiment Army Cadet Corps. During his time in Cadets, he attended Ipperwash Army Cadet Camp and was on parade when the Regiment Trooped the Colours in 1969.
From 1972 to 1977, he was a member of the Regular Forces as a Radio Operator with the 1st Canadian Signals Regiment, during which time he completed two tours of duty with the UNEF Middle East.
Upon completion of his enlistment, he accepted a position with the Niagara Regional Police Service. Over a 30-year career, he held numerous operational, investigative, and command positions, retiring with the rank of Inspector in 2007. In 1998, he was seconded to the RCMP and was deployed to Bosnia-Herzegovina as a member of the UNMIBH International Police Task Force, holding the position of Regional Manager of Advisor and Colocators, Brčko Region.
From 1978 until 2007, President O’Neil was a member of the Lincoln and Welland Regiment, enrolling as a Corporal in the Lincoln and Welland Regimental Band until accepting a commission as an Infantry Officer in 1981. He held numerous command positions up to Company Commander until 2007, when he applied for a component transfer and was accepted once again into the Regular Forces as an Armoured Crewman. He spent the next three years with the Lord Strathcona’s Horse (RC), which included a deployment in 2009 with C Sqn on Op Athena in Afghanistan. He returned to Afghanistan in 2010 as a member of the RCMP, attached to NATO Training Mission Afghanistan as Deputy Chief (Training), Police Transitional Group. He returned to Niagara in 2012 and immediately rejoined the Lincoln and Welland Regiment Association Band as a snare drummer.
Prior to being elected president of the L &W Band, he held the executive positions of treasurer and vice president.
President O’Neil is the recipient of the Canadian Forces Decoration (2 Bars), Police Exemplary Service Medal with Bar, General Campaign Star South-West Asia, Operational Service Medal South-West Asia with Bar, Canadian Peacekeeping Service Medal, United Nations Emergency Force Middle East Medal (with 2), and United Nations Mission in Bosnia-Herzegovina Medal.
President O’Neil has been awarded a Canadian Army Mobile Command Achievement Award, Regional Commander’s Commendation (Brčko Region, Bosnia-Herzegovina), and is a graduate of the Federal Bureau of Investigation National Academy, Quantico, VA.
He looks forward to being part of the award-winning Lincoln & Welland Band’s future endeavours and successes as they continue to entertain members of the public locally, nationally, and internationally.

Ken Hutton
Director of Music
Ken is a native of Hamilton, Ontario, where he graduated from McMaster University with an honours B.A. and from the University of Toronto with a B.Ed.
His professional music education includes studies at the Royal Conservatory of Music, the University of Toronto, the Eastman School of Music in Rochester, and the Westminster Choir School in Princeton.
After serving as Director of Music at St. Thomas' Church in St. Catharines for several years, Ken is currently serving in the same capacity at Knox Church.
In addition, he has served as Head of the Music Department at Ridley College for many years, where he directs the Senior Choir as well as band of 162 Ridley College Royal Canadian Army Cadets.
Sgt. (Ret) F. Todd Scotney, CD
Todd joined the Lincoln & Welland Band upon his retirement from the Canadian Armed Forces after 42 years of service to stay connected to the Lincoln and Welland Regiment. He joined the Regiment on January 17, 1978. His military occupation was Infantry.
Todd has been the Drum Major of the Band since August 2021. His duties include overseeing the drill, dress, and deportment of all members and leading the band in all parades and events.
Some of Todd's fondest memories are leading the band through the Princes' Gates in Toronto during the Warrior’s Day Parade at the Canadian National Exhibition and performing with the Band in the Netherlands for the 80th Anniversary of the Liberation of Bergen op Zoom.
Todd has been awarded the Queen’s Golden Jubilee Medal in 2002, the Queen’s Diamond Jubilee Medal in 2012, and the Canadian Decoration Medal with three clasps.He is looking forward to the bright future ahead and being an integral part of the continued success of the Lincoln & Welland Band.

Drum Major
Mabel Silveira James, CD
(née Avila)
Mabel joined the Lincoln and Welland Regimental Band at the age of 15 in 1986, with special permission from the Commanding Officer at the time. When Mabel turned 17, she was asked to join the Regiment and was sworn in on June 14, 1988, in the military occupation of Musician.
Mabel is the lead trumpet player and holds the position of Bugle Major. Mabel assists the Drum Major and the Director of Music as required and still plays bugle calls with the Lincoln and Welland Regiment when tasked. Mabel's biggest honour is playing Last Post at many ceremonies and services for Fallen Comrades.
Some of Mabel's fondest memories are the trips to Bermuda and the Netherlands on various occasions and specifically travelling to Texas in 1991 for the Salute to the Troops parade for U.S. soldiers returning from Operation Desert Storm.
Mabel has been a member of the Lincoln & Welland Band for 39 years and has served 37 years in the Canadian Armed Forces. Mabel has been awarded the Canada 125 Medal in 1992, the King Charles Coronation Medal in 2025, and the Canadian Forces' Decoration Medal with two clasps.
Mabel remains committed to the ongoing success and future of the Band, as playing music has always been the highlight of her life.
